Never ones to rest on our laurels here at MetalMatters, we decided to survey LARAC18 attendees to learn more about the challenges local authorities are facing when it comes to communications.
Unsurprisingly, the majority of local authorities surveyed reported cutbacks in funding and a lack of staff to carry out communications activities in recent years. However, many stated that for a campaign to be successful it must use clear, concise and consistent messaging. One local authority mentioned that they had successfully prevented a reduction in their communications budget by demonstrating to councillors the important link between communications and recycling rates.
It is clear that austerity cuts make it difficult for many councils to effectively communicate to householders. If recycling rates are to be protected, there is a need for external support so that messages continue to be delivered. Alupro is well-placed to provide this support and will continue to offer its MetalMatters campaign to local authorities whilst also looking at new ways to provide support to councils in this challenging landscape.

How will the government and DMOs address the challenges of including glass in DRS while ensuring a level playing field across the UK?
There's no easy solution to include glass in the DRS while maintaining a level playing field. Potential approaches include a phased introduction of glass, potentially with higher deposits to reflect its logistical challenges. The government and DMOs could incentivise innovation in glass packaging design and subsidise dedicated return points for glass-handling. Exemptions for smaller businesses unable to handle glass might also be necessary. Any successful solution will likely blend several approaches. It must address the differing priorities of devolved administrations, balance environmental benefits with logistical and cost implications, and be supported by robust consumer education campaigns emphasizing the importance of glass recycling.
