Altercation at Trowbridge recycling centre

Wiltshire Police are calling for witnesses to an ‘altercation’ that happened at Trowbridge Household Recycling Centre (HRC) in Wiltshire on Tuesday (7 April) to come forward with information.

Emergency services were called to the HRC on Canal Road, run by waste management company Hills Waste Solutions on behalf of Wiltshire Council, at around 2.20pm on Tuesday after receiving reports of an incident on the premises.

A spokesman for Wiltshire Police stated that a 45-year-old man from Trowbridge sustained a cut to his arm after an ‘altercation’ with another member of the public. He was taken to Southmead Hospital in Bristol for treatment for a ‘deep cut’ to his arm.

A spokesman for the police said: “Following an argument at the centre, a man was pushed and as a result, fell on to a car, smashing the headlight. Anyone with information should call police on 101.”

HRC operating ‘as usual’

The centre was closed for almost two hours while the injured man was being treated, but is now operating ‘as usual’.

A statement from Hills Waste Solutions said: “The Trowbridge Household Recycling Centre was temporarily closed for a short period on Tuesday following an altercation between two members of the public on site.

“HRC staff on site followed the emergency procedures for this type of incident and Wiltshire Police attended the site, together with paramedics and an ambulance. No members of Hills’ staff were involved or injured in the incident.

“Wiltshire Council and Hills Waste Solutions will be assisting the police with their enquiries in relation to the incident. The Trowbridge HRC was reopened to the public at 4pm on the same day.”

Wiltshire HRC partial closures

Trowbridge HRC, along with the 10 other HRC’s in the council’s remit, will reportedly close for two days a week in June, in a bid to save money.

Although a final decision is yet to be made, the council has stated that from 8 June 2015, all of the 11 centres in the county will be closed for two days a week on rotation, with one in each area (north, south, east and west) remaining open seven days a week.

The openings hours for all HRCs in the county will be reduced from 9am to 4pm in the winter and 9am to 5pm in the summer, to 10am to 4pm all year round.

However, every HRC, operated by Hills Waste Solutions, will be open on ‘high usage days’: Saturday, Sunday and Monday.

The move is expected to save £300,000 of the £30 million savings that the council needs to make over the next few years, due to budget cuts.

There are no plans to close any centres permanently.

How will the government and DMOs address the challenges of including glass in DRS while ensuring a level playing field across the UK?

There's no easy solution to include glass in the DRS while maintaining a level playing field. Potential approaches include a phased introduction of glass, potentially with higher deposits to reflect its logistical challenges. The government and DMOs could incentivise innovation in glass packaging design and subsidise dedicated return points for glass-handling. Exemptions for smaller businesses unable to handle glass might also be necessary. Any successful solution will likely blend several approaches. It must address the differing priorities of devolved administrations, balance environmental benefits with logistical and cost implications, and be supported by robust consumer education campaigns emphasizing the importance of glass recycling.
